1.Activities (Fall 2007-Spring 2008)
(A).The membership of TCNE was recently augmented to 14 full members. As it stands at present, the TCNE membership represents important aspects of NE, including brain-computer interfacing, neuronal and neural modeling, neural probes/implants and neural interfaces, neuroimaging, neurocomputing, neural prostheses, rehabilitation and signal processing.
(B).TCNE members contacted Paolo Vicini, Program Chair for EMBC08 in Vancouver, with suggestions concerning the organization and development of Theme 6 (Neural Engineering; Neuromuscular Systems; Rehabilitation Engineering). Two TCNE members, Jose Carmena and Richard Jones, are among the co-chairs of Theme 6. A workshop on “Brain-Machine Interface/Neural Prostheses” is being planned for the day before or after the conference by Nitish Thakor, a TCNE member. In addition, a pre-conference workshop on “Bio-nanotechnology” is being planned with the contribution of Wim Rutten, another TCNE member.
(C).A special issue of the IEEE Transactions on Neural Systems and Rehabilitation Engineering (TNSRE) on “Neural and Myoelectric Control of Prostheses” appeared in the February 2008 issue of the journal. Nitish Thakor, a TCNE member and Editor-in-Chief of the journal, was one of the guest editors for the special issue.
(D). Discussion for the establishment of a TCNE website has taken place, and several options have been considered.

2.Planned Activities
(A).Annual Conference
-EMBC08
As mentioned above, TCNE members have been interacting with Paolo Vicini, Program Chair for EMBC08 in Vancouver, concerning the development of the Neural Engineering theme for that conference. (B).Publications
-Special Issues on NE
Additional special issues of the IEEE TNSRE with NE content are being planned by Nitish Thakor, Editor-in-Chief of the Transactions and member of the TCNE, with the help of other TCNE members. The topics of these special issues include “Neural Prostheses” (with Nitish as one of the guest editors), “Functional Neuroimaging” (with Fabio Babiloni as one of the guest editors), “Neuroeconomics” (with Fabio as the guest editor), and “Modeling the Connectivity of Neural Systems” (with Shanbao Tong as one of the guest editors). Nitish welcomes proposals to link any high-quality event that TCNE members may have planned (e.g., special conference sessions) to the TNSRE.

-TCNE Website
A TCNE website on the EMBS database will be operational soon.
-Special NE Conference
Metin Akay, a TCNE member, is planning the 4th International IEEE EMBS
Conference on Neural Engineering, in Istanbul, Turkey, for next year. As in
the past 3 conferences, several TCNE members will be involved in planning
the upcoming conference.

(B).EMBC08: Two TCNE members, Jose Carmena and Richard Jones, are among the co-chairs of Theme 6 (Neural Engineering; Neuromuscular Systems; Rehabilitation Engineering). Five TCNE members, Fabio Babiloni, Jose Carmena, Richard Jones, Daryl Kipke and Paul Sajda, were members of the Conference Editorial Board. A pre-conference workshop on “Revolutionary Neuroprosthetic Systems” is being planned by Nitish Thakor, a TCNE member. Wim Rutten, another TCNE member, is participating in another pre-conference workshop on “Bionanotechnology and Biomicrotechnology” as an expert on cultured neural networks.
(C).Discussion for the establishment of a TCNE website has taken place, and several options have been considered. Shanbao Tong, a TCNE member, is actively involved in the process.

2.Planned Activities
(A).Conferences
-Members of the TCNE will interact with the Program Committee of EMBC09 in Minneapolis, in the planning of Neuroengineering topics for that Conference.
- Metin Akay, a TCNE member, is planning the 4th International IEEE EMBS
Conference on Neural Engineering, in Antalya, Turkey, for next year
(tentative date: April 29-May 2, 2009). As with the past 3 conferences, several
TCNE members will be involved in planning the upcoming conference. Metin
has indicated that next year’s conference will have an emphasis on cognition.
(B).Publications
